The need of the people is self-governance. To command them to live against their own nature is a punishment against all humanity.
Flexibility is strength. Be strong enough to let them be, to choose for themselves, that the people might be in harmony with themselves.
Harmony with self produces self mastery, loyalty, and satisfaction. Self-governance will keep the people healthy, and in return your system (country, community, company) will flourish.
